Council Member Narcisse inquires about the funding sources for H+H's outpatient programs and Consult for Addiction Treatment and Care in Hospitals (CATCH) teams. Dr. Schatz provides information on the funding structures and staffing arrangements for these programs.

  • Outpatient programs and CATCH teams are primarily funded through revenue-generating activities and city tax levy dollars, not opioid settlement funds
  • CATCH teams are fully staffed by H+H employees
  • Most non-physician staff on CATCH teams are 100% dedicated to the program
  • Some physicians split their time between CATCH and other departments (e.g., emergency medicine)
  • Addiction Response Teams, an alternative to CATCH on the inpatient side, are fully supported by opioid settlement funds

I'm assuming in the mobile unit, you have that too.
1:12:04
Oh, yeah.
1:12:05
Definitely.
1:12:05
Right?
1:12:06
Absolutely.
1:12:06
Okay.
1:12:10
The h and h website indicates that individuals and group treatment and recovery support services are available as part of the medically supervised outpatient programs.
1:12:21
Do these programs receive any money from the city or the opioid settlement fund?
Dr. Daniel Schatz
1:12:27
They do not.
1:12:28
They're revenue generating in city tax levy dollars.
Mercedes Narcisse
1:12:33
That was short and sweet.
1:12:36
Where outpatient deluxe treatment available?
1:12:39
Does the the tax treatment requirement I mean, require funding?
1:12:43
And if so, does he receive any money from the city or the opioid settlement fund?
Dr. Daniel Schatz
1:12:49
Again, the CATCH, the CATCH teams are also revenue generating city tax levy as well.
Mercedes Narcisse
1:12:57
The con consults for addiction treatment and care in hospitals teams comprised by doctors and nurse practitioners and other medical service providers with addiction expedite help patient with substance use disorders.
1:13:11
Can you please tell us if H&H employs all members of a CATCH team whether these employees serve in the other roles at H and H and whether the maintenance of the CATCH team program is reliant on money from the city or opioid settlement fund.
Dr. Daniel Schatz
1:13:31
So that's the same thing.
1:13:32
The the acronym you said is the CATCH team.
1:13:34
We hire all of the staff that are there.
1:13:37
They provide just CATCH services, or else they're on someone else's budget as well.
1:13:41
But for any CATCH time is on, the CATCH budget.
1:13:45
They provide not only inpatient services, but also the bridging services.
1:13:48
That was that hot handoff that we were talking about.
1:13:51
Yep.
Linda Lee
1:13:53
No.
1:13:53
I was gonna say, so how what percentage of that is, because I know a lot of times, you know, people are part of different programs, and the way that the budget is formed is that some of their salary comes from this funding, and then some of their salary comes from this funding.
1:14:04
So, for for these programs that are not funded that are more reimbursement based through insurance, how much of that is sort of overlapping with different funding streams versus opioid settlement alone?
Dr. Daniel Schatz
1:14:20
Yeah.
1:14:20
None on the catch team is, is, funded through the opioid settlement funds.
1:14:24
The, alternative to the inpatient side is the addiction response teams, which are fully, supported by the opioid settlement funds.
1:14:31
On the budgets, most of the non physician staff are a are a 100% catch, most of.
1:14:37
I won't guarantee all of them.
1:14:38
But, some of the physicians, it's an exciting new frontier that there's, more addiction, focused, physicians.
1:14:46
So So we have a lot of emergency department doctors, toxicologists who are very interested in CATCH, and they wanna provide some time on the CATCH and some time in the emergency department.
1:14:56
And those are usually kind of 5050.
Linda Lee
1:14:58
Okay.
1:14:58
But not through opioid?
Dr. Daniel Schatz
1:15:00
So just to clarify.
1:15:00
Okay.
