Chief of Fire Operations Kevin Woods provides a comprehensive explanation of the pre-fire, active fire, and post-fire phases in response to Council Member De La Rosa's question. He details the activities and strategies involved in each phase.

  • Pre-fire phase: Focuses on education, surveillance, and prevention
  • Utilizes fire safety education, social media platforms, and drone systems
  • Conducts surveillance, especially during high-risk months (October, November, March, April)
  • Active fire phase: Involves firefighting operations
  • Uses engine company apparatus and specialized brush fire apparatus
  • Employs strategies to overcome challenges like difficult terrain
  • Post-fire phase: Centers on cause and origin investigation
  • Fire marshals identify point of origin, analyze wind patterns, and examine the fire perimeter
  • Determining the exact cause of brush fires is often very difficult

I know that there's a pre fire phase, an active fire phase, and a post fire phase.
1:18:14
Can you walk us quickly through what those phases entail?
Kevin Woods
1:18:20
So again, the, pre fire phase is basically education Mhmm.
1:18:28
Through our fire safety education, social media platforms, surveillance using the drone system, and surveillance using our brush fire units.
1:18:39
Our brush fire unit brush fires mostly occur the majority occur in October, November, and March, April.
1:18:47
So we will conduct surveillance during during those times.
1:18:51
When we had the massive amount of brush fires in October, November, we actually extended the hours for surveillance up up to 10, 11 o'clock at night to try to prevent that.
1:19:02
So we're gonna, double down on that with this, pre fire task force.
Carmen N. De La Rosa
1:19:07
Mhmm.
Kevin Woods
1:19:08
The post fire is cause and origin, and that's mainly our fire marshals.
1:19:14
Again, they could, identify the point of origin.
1:19:18
They will look at the wind patterns.
1:19:19
They would look at the perimeter.
1:19:21
Very, very, very difficult to pinpoint the cause of these fires.
1:19:26
And then our ongoing operations is basically our firefighting operations using our engine company apparatus and our brush fire apparatus.
1:19:35
We try to use the lighter brush fire apparatus.
1:19:38
They have off road capability, 4 wheel drive, the terrain.
1:19:41
The the big red pumpers that you see, they get stuck in the mud.
1:19:45
So, again, we have many redundancies, whether there's hydrants or not, to, overcome these obstacles.
