Deputy Commissioner Michael Gerber explains the significant changes made to the NYPD's gang database following a Department of Investigation (DOI) report in 2023. He emphasizes improvements in accuracy, documentation, and oversight.

  • The NYPD implemented most of the DOI's recommendations
  • Policies for entering and removing individuals from the database have been clarified and tightened
  • The size of the database has shrunk significantly over time due to these changes

Thank you.
1:49:05
And and in your testimony, commissioner Gerber, you've you've said how these lists have been purged and the numbers have significantly decreased with the names that are on these lists.
Michael Gerber
1:49:18
Yeah.
1:49:18
We we've made very significant changes.
1:49:20
The DOI report came out in in 2023.
1:49:23
We took the majority of the recommendations, and there were some very fair critiques in the DOI report, places where we could do better, where our policies were unclear, where our documentation rules were not sufficient.
1:49:35
And we really have made very significant changes both in terms of how someone can or cannot be entered into the database and obviously for removal, making it clear, making it tighter.
1:49:46
I think that's very important.
1:49:48
I think it's actually crucial.
1:49:49
We want the database it has to be accurate.
1:49:52
It has to be precise.
1:49:55
If we don't have the documentation, that person should not be entered.
1:49:58
If the removal criteria are not satisfied, the person needs to be out.
1:50:03
Then that's as I said, that's played out in the data.
1:50:06
You've seen the size of the database you know, shrinking significantly over time.
