Jill Berry provides a detailed explanation of the current contracting approach for shelter food services, highlighting its advantages and addressing potential alternatives.

  • The current system allows for individualized contracts that accommodate differences in shelter conditions and needs
  • This approach enables smaller, localized vendors to participate in the bidding process
  • Berry explains that shelter providers contract for all services individually, including food, security, and maintenance
  • The department currently does not use a prequalified vendor list for specific services across all shelters

Yeah.
0:52:35
I mean there are various ways this can be done and there are pros and cons of every approach.
0:52:42
Right?
0:52:42
So the way that we do this now where every particular shelter.
0:52:50
One, it accommodates for the fact that every each provider may operate maybe a provider might operate five different shelters.
0:52:59
The conditions of all those shelters might be different.
0:53:02
Some of them might have food storage, some of them might not have food storage.
0:53:06
So their needs and the pricing differ, may differ a little bit for each one of those providers.
0:53:13
The other advantage to doing individualized sub subcontracted bids for every shelter is it it opens the door for more vendors, new vendors, localized vendors, smaller vendors to get into the food space.

But couldn't we have a contract that we selected 10 people?
0:53:35
That would still open it up for 10 different vendors but would have a set rate?
0:53:40
That is
Jill Berry

a way that we could approach providing food in the in the shelter system.
0:53:45
It's not the way we currently do it right now.
0:53:47
We have a full contract with a shelter provider to provide all of the services that individuals need at that shelter, that includes security is individually bid, food is individually bid, and other services that that shelter may need are individually bid on maintenance, general contracting, other things like that.
0:54:12
We we don't currently have a process where we're setting up a list of prequalified vendors for a particular service that every shelter provider has to obtain.
