Council Member Chris Banks questions NYCHA officials about the selection process for PACT/RAD conversions. Brian Honan explains that developments are chosen based on tenant association opinions, property conditions, and the ability to close deals successfully.

  • Criteria include resident support, property conditions, and feasibility of closing deals
  • Some tenant associations advocated for the trust legislation in Albany
  • Almost all NYCHA developments could benefit from capital influx for repairs

When it comes to transparency around the PAC selection for conversion, since 2023, '5 NYCHA developments have voted on whether to remain section nine public housing, move to the PAC program, or join public housing preservation trusts.
1:23:58
How does NYCHA select which development will have the opportunity to vote?
Brian Honan
1:24:04
Sure.
1:24:05
So the voting came about through legislation that was passed by the, state of New York in, 2022.
1:24:14
We we looked there were many 10 associations, that had very strong opinions on the trust legislation in that year.
1:24:26
Many of them who were in favor of it and really wanted it, you know, did advocate in Albany, to make sure that, to make sure that the legislation passed.
1:24:36
We did take, you know, the desire for a vote in their development into account, and that was one of the one of the selection one of the criteria.
1:24:48
We also looked at conditions of developments.
1:24:54
It's safe to say that almost any development that you see in New York City can definitely use an influx of of capital, in order to bring about repairs.
1:25:05
So we looked at conditions.
1:25:07
We looked at, you know, whether there was support for an election.
1:25:12
We also looked at, you know, can we close one of these deals once, you know, once we're able to hold a vote successfully?
1:25:22
So all those things were taken into account.
