We have councilman Ressler who has joined us via Zoom.
0:39:27
We're always pleased to be with councilman Ressler.
0:39:32
Thank him for participating remotely.
0:39:37
Just talking about the one of the last things you mentioned was the CEQA review.
0:39:45
It takes a year, got $2,000,000 already in the pipeline for that or whatever.
0:39:52
Now, when one does the CCAR analysis, wouldn't one need as an input like what the council and the EP are jointly going to do.
0:40:07
I'm trying to figure out how the CEQA analysis can sort of proceed in the abstract without, like, the details of what the indirect source rule is really going to be.
0:40:20
I mean, you know, there were, big differences between what we have in the bill and what we may envision once we hear the testimony.
0:40:30
We already know that DEP has big eyes when it comes know, the universe I can't see you without my glasses.
0:40:39
I still can't see you.
0:40:40
Okay.
0:40:41
It's it's it's a long story, you know.
0:40:45
But so, you know, the bill has a certain universe, like the universe that DEP envisions would be much bigger.
0:40:57
Wouldn't we need all that tied up in a bow before we did the secret analysis or how does that work?

I think for for major legislation like this that has significant environmental impact, it's it's pretty standard for these two things to proceed in parallel.
0:41:14
They can't be wildly divergent.
0:41:16
Right.
0:41:16
And it is really important.
0:41:18
It's actually one of the things that makes it so important that we're having this hearing and starting this conversation so that we have a shared understanding so that we can understand kind of what the range of options you're thinking about would be, the range of options we're thinking about, and we can plug that kind of spectrum into the seeker review.
0:41:38
I am happy to invite Deputy Commissioner Lubin whose office will be driving it to
Jim Gennaro
0:41:44
Sure, please.
0:41:46
Thank you for being here, and please state your name for the record before you check Julie Lubin.
0:41:50
Your statement.
Julie Lubin
0:41:51
Thank you, yeah.
0:41:53
So that's what we would be doing, what the commissioner just described.
0:41:57
We would be analyzing a sort of broader version of the program so that wherever we land will be within the scope that we analyzed.
0:42:07
And we can do of, you know, version a, version b Oh,
Jim Gennaro
0:42:13
so it's kind of like a big tent review.
Julie Lubin
0:42:15
Yeah.
0:42:15
And whatever we decide on would be within that big tent.
0:42:18
Right.
Jim Gennaro
0:42:19
Okay.
