Christopher Gawarecki, Compliance Manager at HUB Truck Rental, testifies on the proposed air quality and last mile delivery bills, expressing both agreement and concerns. He emphasizes the challenges of implementing electric trucks and suggests alternative solutions like improving water and rail infrastructure.

  • Highlights the limitations of electric trucks: higher cost, lower range, reduced cargo capacity, and increased road wear
  • Supports the idea of improving water and rail infrastructure as a more effective long-term solution
  • Raises concerns about the bill's approach, particularly its impact on small businesses
  • Addresses the issue of 53-foot trailers, noting that no special training is required beyond a Class A CDL

Hi.
3:10:32
Good afternoon to the city council.
3:10:34
Thank you for allowing me to testify.
3:10:37
I just got wind of this bill and some of it I actually really agree with, but my title is Compliance Manager for Hub Truck Rental, so I am in the transportation industry.
3:10:52
I'll start off with as an industry, we're all for cleaner air, but there's some concerns we have with the bill's approach, especially to small businesses and the chain reaction to this potential regulation.
3:11:05
First, we keep hearing about the electric truck mandate.
3:11:10
It's not that easy.
3:11:11
They cost four times as much.
3:11:13
They have very about half of the range and about half of the of the cargo capacity.
3:11:21
And they're also heavier wearing our roads down.
3:11:24
Also but I do like the fact of water and rail, and we'd love to see like an infrastructure push some kind of bill, whether it be statewide.
3:11:37
That's the ultimate solution here.
3:11:40
I know it's not easy, but we used it previously when this majority of this area was industrial based and I can't see why we can't go back to that.
3:11:52
But it really doesn't help.
3:11:55
It kind of hurts.
3:11:55
I think we should maybe this bill should be rewritten.
3:11:59
Again, we keep hearing about electric trucks.
3:12:03
The reality is they don't exist for the masses.
3:12:07
Like I said, they're four times as much.
3:12:09
They're heavier, less cargo capacity.
3:12:11
You'll see more on the road with more wear and tear on our already weakening roadways in the New York City area.
3:12:19
To come, I did hear Councilman Holden's interest on the 53 footer.
3:12:24
We know it's a huge issue.
3:12:26
I would just like to add, there is no special training for 53 foot trailer.
3:12:31
You have a class a CDL, and that's it.
3:12:34
So I just wanted I'm
Robert F. Holden

expired.
