Jessica Enzmann from Sierra Club testified in support of an indirect source rule to regulate emissions from warehouses in New York City. She emphasized the need for such regulation due to current loopholes in environmental laws and the growing impact of e-commerce on air quality.
- Sierra Club and partners urge for specific measures in the law, including a menu of options for warehouse owners to reduce emissions, focusing on zero-emission vehicles.
- Enhanced mitigation measures are recommended for sensitive areas like schools, hospitals, and disadvantaged communities.
- The proposed rule should require warehouse operators to submit annual data on their operations and emissions.

My name is Jessica Ensmann, the senior campaign organizer, clean transportation for all with the Sierra Club.
2:01:56
The Sierra Club was founded in 1892 and represents 3,800,000 members and supporters nationwide with over a hundred thousand in New York State.
2:02:04
Pollution from warehouses is not currently regulated in New York City or in New York State.
2:02:09
Loopholes and gray areas and existing environmental laws leave these kinds of facilities where emissions come from an aggregation of mobile sources rather than a discrete point source generally unregulated.
2:02:21
An indirect source rule is a way to regulate these emissions and stop warehousing practices from spewing pollution.
2:02:26
To ensure this rule is done in a way to provide maximum benefits to clean air, Sierra Club and partners from the Electrifying New York Coalition urge for the following to be included in the law.
2:02:37
The rule should include a menu of options that warehouse owners and operators can follow to reduce emissions, including zero emission modes of delivery, such as electric vehicles.
2:02:47
The program should push warehouse operators to utilize zero emission modes of transportation, not near zero emission vehicles or alternative fuels.
2:02:55
Enhanced mitigation measures should be implemented for sensitive receptors, including but not limited to schools, daycares, playgrounds, parks, hospitals, senior centers, nursing homes, public housing, and disadvantaged communities.
2:03:08
Warehouse operators should be required to submit annual data, the specifics of which are expanded upon in Sierra Club submitted written testimony.
2:03:16
With the exponential growth of e commerce and the increased demand of warehouses to deliver these goods, this is a problem we need to catch up to.
2:03:24
Moving an indirect source rule in the New York City Council will benefit everyday New Yorkers by taking a necessary step forward towards healthy and livable communities free of air pollution.
