Speaker Adams inquires about OMB's analysis of federal funding streams at risk due to potential federal government actions. Director Jiha explains that while they aim to protect revenue streams, they cannot guarantee to backfill all potential cuts given the size of federal aid to NYC (nearly $10 billion). OMB is working with agencies to track federal notices and share information with the Council staff.

  • OMB maintains a tracker of federal funding notices received by agencies
  • The administration wants to avoid sending a signal that Washington can cut NYC's budget with impunity
  • OMB is developing contingency plans but cannot make blanket promises about backfilling cuts

Thank you very much, mister chair.
0:28:55
Glad to see you all here today.
0:28:56
Welcome once again.

Since his election, the president has been handing down edicts, many of which are dubious in their legality stating his intention to bring other levels government into line.
0:29:10
The essence of the president's threats is that he can force New York City to change its fundamental governing policies out of fear of a loss of funding.
0:29:19
The preliminary plan includes $9,700,000,000 of federal funding in fiscal year twenty twenty five and $7,400,000,000 in 2026, which would likely grow as the fiscal year proceeds.
0:29:34
Because of the Trump White House's tactics, all of these funds have a potential to be disrupted.
0:29:40
Has OMB done any analysis of the federal funding streams and which of those are most likely to be affected by the whims of the federal government?
0:29:48
And will OMB work with council finance to identify a full list and amount of dollars of all federal programs and grants that each agency receives?
Jacques Jiha
0:29:59
Yes, madam speaker.
0:30:02
Our objective to begin with to protect our revenue streams to the best that we can.
0:30:10
But given the size of, the federal aid that come to New York City close to $10,000,000,000, we cannot, at this moment in time, make a blanket statement or blanket promise that we could backfill every single one of, any potential, actions that could impact New York City.
0:30:32
More importantly, we don't wanna send a signal to Washington that they could cut our budget with impunity.
0:30:41
So our goal is to review every situation.
0:30:45
Okay?
0:30:46
And make the appropriate recommendation to the mayor and to the city council.
0:30:51
But we would be working with the city council.
0:30:53
We're currently working with our staff.
0:30:56
I believe we share on a weekly basis because we have a tracker where every agency that receives notices from the federal government, they send them to us.
0:31:07
We kept we keep a tracker, and then we share them with your staff and whoever wants that information.
0:31:13
But again, as I said, we do not wanna send signal at all to Washington that they can't cut our budget.
Adrienne Adams

Understood.
0:31:20
Understood.
0:31:21
But is there a contingency plan?
0:31:23
Do you are you working on a contingency plan at
Jacques Jiha
0:31:26
Rest assured that we are.
