Commissioner Juanita Holmes outlines changes in violation policies and procedures, with a focus on juvenile probationers. Key points include:

  • Modification of the policy regarding technical violations for young people
  • Implementation of home visits when probationers fail to appear for scheduled appointments
  • Reduction in violations related to failure to appear
  • Emphasis on fair treatment and better service for clients
  • Focus on employment and vocational training referrals
  • Improved compliance with information requests from program providers

Also when I think about policy, I think about violations, technical violations for our young people.
0:26:38
And you know if you read the policy that was in place, it basically said if they don't show up once, if they don't show up twice, if they don't show up three times, we're filing a violation.
0:26:49
Well if they didn't show up once, what precluded us from getting up and going to their house to visit them?
0:26:54
So that's a policy that is being, I don't know if it's a policy or procedure they had in place that's been modified.
0:27:01
So now if a person is told to come in for a visit to a probation facility and they don't show up, well we get up and we go visit them at their home.
0:27:11
And that precludes that.
0:27:12
It keeps it from being, oh well they didn't show up, they didn't show up.
0:27:16
Well when were we going to get up and go visit them at home, right?
0:27:19
So we're not violating them.
0:27:21
If you look at technical violations, when I took a look at them, lot of them were related to failure to appear.
0:27:27
So taking a deep dive into this information statistically and analytically and see and just saying what is the process?
0:27:35
And then when you read the process it literally just didn't make sense, right?
0:27:39
We get up, we go out, we visit young people and that's what keeps the violation from happening.
0:27:44
So there are a lot of things that there's so many to speak about, but it's really taking a deep dive at how do we get better, how do we better serve our clients, and what's fair to them.
0:27:57
It's it's essential and that's why I speak about the employment, the vocational training.
0:28:02
If we're referring our programs and program providers were really attempting to be good partners.
0:28:08
Yes, it is tasking.
0:28:10
We are asking some additional information from them, but it's information that we're asking that should have been asked to begin with.
0:28:18
I hope that makes sense.
0:28:19
We weren't in compliance with requesting it.
0:28:22
Therefore, they weren't in compliance with giving it because we weren't simply following what mocks had in place to follow

with I appreciate that.
