Council Member Stevens inquires about the decrease in one-on-one programming sessions for incarcerated individuals, as reported in the PMMR. Deputy Commissioner Nell McCarty explains the reasons behind this reduction.
- One-on-one sessions decreased by 1,322 from fiscal year 2023 to 2024
- The reduction is partly due to the insourcing of programming, which presented some challenges
- Staff attrition was a significant factor in the decrease of one-on-one sessions
- Many staff members received promotions, some to different agencies, leading to a reduction in available staff

So while insourcing presented both some successes in that we have been able to take on the responsibilities of group based programming, it did present some challenges and that being the reduction in the one on one.

a huge component.
3:39:50
Actually most of our attrition was contributed to people getting promotions, some of them promotions in different agencies.

And so as part of that, we did have a reduction in staff, which then resulted ultimately in the reduction of one on ones.
