Council Member Rita Joseph inquires about using state funding to cover programs that currently lack funding beyond fiscal year 2025. DOE officials discuss the allocation of funds and the use of state funding for class size reduction efforts.
- Last year, the city baselined $243 million in funding for programs previously funded by expiring federal dollars
- The DOE doesn't have a specific list of programs that would fall under OMB's assessment of budget needs
- A portion of state funds (C for E funds) is required to be used for specific purposes, including class size reduction
- The DOE is reviewing applications from around 800 schools for additional funding, mostly to support hiring additional teachers
- The expected cost for these applications is estimated to be hundreds of millions of dollars

Exactly.

Last year the city baseline $243,000,000 in funding for programs that were at a time being funded by expiring federal dollars.

This was done using funding from increased foundation aid has DOE had conversation with OMB about using state funding to cover the many programs that do not have funding beyond the fiscal twenty twenty five, if so what programs?

So, I don't have a list of specific programs that that would fall under and OMB's sort of assessment of our needs of our budget, think they basically utilize all funding sources to meet the needs of our budget, but I don't have the specifics on that.

If I can also share one more thing.
4:09:23
As you know, the state requires we use a proportion of the funds, C for E funds, for a set of things including class size.
4:09:32
I mentioned earlier that we are in the process of reviewing applications with our labor partners at UFT and CSA from around 800 schools that applied for additional funding to mostly support the hiring of additional teachers.
4:09:48
As I said earlier, there's some other stuff too, but it's basically teachers.
4:09:51
And we do expect that to be hundreds of millions of dollars alone.
4:09:55
And so our expectation, although we'll continue to work with OMB, is that is where a good portion of the state increase will go as well.

Do you have a number of how many teachers you're going to need to meet the mandate?
