Council Member Gale A. Brewer inquires about the number of contracts managed by the Department of Youth and Community Development (DYCD) and the timeliness of payments for these contracts. DYCD representatives provide information on the number of contracts but struggle to give precise data on payment timeliness due to ongoing system transitions.

  • DYCD manages approximately 1,400 contracts for FY 2025 and 1,367 for FY 2026
  • The agency is transitioning to a new system, making it difficult to accurately report on payment cycle times
  • Council Member Brewer emphasizes the critical importance of improving on-time payments for contractors

Thank you very much.
2:04:13
I do want you to know that all the summer youth employment program students have all been hired in my office.
2:04:20
So thank you very much.
2:04:21
They're all excellent.
2:04:22
My question is because we're in budget season and I've been in budget season for the last twenty years, thirty years, forty years.
2:04:30
My question is how many contracts do you have in total?
2:04:33
You have them more than anybody else, any other agency.
2:04:36
And what percentage are paid on time?
Nevita Bailey
2:04:40
Well, chair councilmember Brewer, we have about 1,400 contracts in our agency for f y twenty five, we had fourteen fifty five.
2:04:52
F y 20 six, we're looking at thirteen sixty seven.
2:04:55
The drop is primarily attributed to the discretionary portfolio.
2:04:59
So you can say we have about about a baseline about 1,400 contracts in our agency.
Gale A. Brewer
2:05:04
Okay.
2:05:04
But how many are paid on time?
2:05:05
1,400?
2:05:06
No.
Nevita Bailey
2:05:06
I can't say that many are paid on time at this time.
Gale A. Brewer
2:05:09
Can you give me some percentage or
Nate Duval Estrella
2:05:13
It's zero.
Nevita Bailey
2:05:14
Well, right now we're in a transition year, so I can't speak to that.
2:05:17
We're in a transition year from passport and we're all transitioning, and so we are the reporting is still not available for us to be able to effectively determine cycle time, but anecdotally I will not sit here and state that all of our invoices are not are paid on time, that's just not accurate.
Gale A. Brewer
2:05:31
Okay.
2:05:32
Do you how about from last year?
2:05:33
In other words, how about from '24, FY '24?
Nevita Bailey
2:05:37
Twenty '4 typically prior the transition into the past, but our invoice turnaround time is five to seven days.
2:05:43
Okay.
Gale A. Brewer
2:05:43
Alright.
2:05:43
This this is the biggest issue.
2:05:45
You know that.
2:05:45
So you're gonna let us let the chair know what we can all do to try to improve the on time payment.
2:05:52
You'll let the chair know.
2:05:53
It it is the issue.
2:05:54
It's out in the streets.
2:05:55
It's at Fairway.
2:05:56
It's at the disc it's it's everywhere.
2:05:58
So we all wanna help, but it it's really gotta improve.
Nevita Bailey
2:06:02
We agree.
2:06:03
Thank you.
