Althea V. Stevens
0:51:44
Alright, some of the providers are proposing the rate of 70,000 per bed.
0:51:48
What is the agency's thought on this adjusted rate proposal for the RHY beds?
0:51:54
Are you gonna say that is not in our budget right now, you have to speak to OMB?
Nevita Bailey
0:51:58
Thank you chair Stevens.
0:51:59
Okay.
0:51:59
Yes, that is correct.
0:52:00
It's not our number.
0:52:00
Not funded for that.
0:52:01
And
Althea V. Stevens
0:52:01
so Alright.
0:52:02
Well, I'll add that to the questions.
0:52:03
I will go to OMB.
0:52:04
Okay.
0:52:05
Has UIC met with providers to discuss the 2026 and fiscal twenty twenty seven proposed contract extension?
0:52:11
Have you met with them to talk about the extension?
Nevita Bailey
0:52:14
I'm gonna defer to our program unit.
0:52:15
So what unit are
Althea V. Stevens
0:52:16
you referring to?
0:52:16
RHY.
0:52:17
RHY.
0:52:18
That's Susan.
0:52:19
Hello.
Nevita Bailey
0:52:20
Deputy commissioner Haskell will answer that question.
0:52:22
Yes.
Althea V. Stevens
0:52:23
There you go.
Susan Haskell
0:52:26
Yes.
0:52:27
We well the confirmation about the contract extensions went out by email and several RHY providers asked for a discussion including to some of your points about their requests for bed rates.
0:52:41
Commissioner and some of our finance leadership joined the meeting to hear their concerns.
0:52:50
The commissioner asked them to share all the detail that they had and that has been shared with us, we're reviewing that, and we're discussing planning another meeting to walk through their scenarios, but to answer your question, yes.
Althea V. Stevens
0:53:05
Okay, so you've been meeting with them to talk about that.
0:53:11
I mean I've already talked about it already.
0:53:12
I'm really concerned about the RHY especially with the federal stuff that's going on.
0:53:16
So let's continue to have conversations and I know they're concerned about even the bed rates of not being with And I have a question, why are the why is there a range between 45 and 55,000 per bed?
0:53:27
Why isn't everyone getting the same rate?
0:53:31
That's a $10,000 difference.
Nevita Bailey
0:53:33
I'm unaware of the rates being at that low.
0:53:35
I think that some of these rates are coming in for a time and we got an RFP and ICR and COLA, but there are no there should be no rates at that lower rate.
0:53:42
The base should be around in the 50s and so we can look more into it, but I'm unaware of rates starting off with that low.
Althea V. Stevens
0:53:49
Okay.
Nevita Bailey
0:53:50
So we can follow-up offline.
Althea V. Stevens
0:53:51
Yeah, that's what I was confused, but what's the difference between the rates?
0:53:55
Do we know why the rates are a varying?
Nevita Bailey
0:53:57
Because timing of procurement.
0:53:59
Timing of procurement and initiatives are already included in the funding, but it's very few contracts that actually have differentials.
Althea V. Stevens
0:54:06
So do they have different requirements?
0:54:09
So we so you get paid a different rate to do the same work?
Nevita Bailey
0:54:14
Yes because it's incidentals like ICR, which is like the additional funding that happens throughout the term of contract.
0:54:20
So some of those things caused variations regarding the rate, as well as different timing of procurements.
Althea V. Stevens
0:54:25
And this is one of the things that I'm always really concerned on in the city around the difference in the contracts because then when we hear from young people where some programs are proven to provide some things and others can't, it literally provides inequities in the So we definitely have to get to a place where we are providing consistency because it's not fair.
