  • Council Member Stevens expresses concern about the program's impact given the increase in gun violence and juvenile detention
Nevita Bailey
2:17:53
is approximately $5,000,000.
Althea V. Stevens
2:17:54
5 million dollars?
2:17:55
Just want point out
Nevita Bailey
2:17:56
little bit louder.
2:17:57
Around four million.
Althea V. Stevens
2:17:58
Four million?
2:17:59
Yeah.
2:18:00
I just like to point out, ask the attendance and then you gave them what the enrollment was, but you think I didn't pick up on it.
2:18:04
Took me a minute but what was the attendance?
Darryl Rattray
2:18:06
Let me get back let us get back to you on the average attendance.
2:18:11
We have those rates but I don't have them with me.
Althea V. Stevens
2:18:14
I'm like wait a minute, am crazy?
2:18:15
No, that was enrollment.
2:18:16
I didn't ask that but okay.
2:18:17
So you'll get back to me with the attendance percentages.
Darryl Rattray
2:18:20
Absolutely.
Althea V. Stevens
2:18:21
Got it.
2:18:21
I I know what to find you too.
2:18:23
I know you work out.
2:18:25
What were the overtime costs associated with this program last year?
Darryl Rattray
2:18:30
Just even I'm assuming that you're referring to NYPD overtime costs?
Althea V. Stevens
2:18:34
Yeah, what was that?
2:18:35
You don't know?
2:18:36
Yeah, previous.
2:18:36
Just so you don't know.
Darryl Rattray
2:18:37
I'm not familiar.
Althea V. Stevens
2:18:38
Okay, it's not my own.
2:18:39
Other than attending, how does DYCD measure the success of the program?
Darryl Rattray
2:18:45
Great question.
2:18:46
I mean from the programmatic lens, know our program managers go out, assess the programs, how are they doing with recruitment, retention, quality of services, implementation.
2:18:58
Essentially, they are they trying to create a vibrant program and community within that space that they're in?
2:19:03
A safe space where they're also connecting with NYPD as well.
Keith Howard
2:19:09
And and and I also want to add this that we we heard you from previous testimonies.
2:19:14
So there is and there there's going to be there's a survey that we've completed and some numbers that we have associated with the program.
2:19:23
We're still going through the what that assessment is and and what the data is showing us.
2:19:29
We will love to read you in on that when we finalize the numbers.
Althea V. Stevens
2:19:34
Absolutely.
2:19:35
I mean, that was one of the things that I've been hooping and hollering about for the last couple of years just around the evaluation of this program because Two and a
Keith Howard
2:19:41
half years.
Althea V. Stevens
2:19:43
Alright.
2:19:43
Fine.
2:19:43
Two.
2:19:44
No.
2:19:44
It's three years.
2:19:45
This is Okay.
2:19:46
Three years because Three years.
2:19:47
It was three years.
2:19:48
The whole time
Keith Howard
2:19:48
Two and a half years of my tenure.
2:19:49
Wasn't here.
Althea V. Stevens
2:19:50
My fault she wasn't here.
2:19:51
It's been three years.
2:19:52
No.
2:19:52
But and it's really about like how are we measuring the success of this program because honestly if we like zoom out, right, if we're looking at DUI city, we're zooming in and it's like okay we're serving the kids but when we zoom out and then I see that we are increasing in gun violence and juvenile folks ending up in jail, it's like okay so is this program serving what we need?
2:20:11
Because you stated that we're at like maybe $4,000,000 for this So we're between 4 and $5,000,000.
2:20:18
Is this doing what we actually want it to do is always going to be my question.
2:20:22
And so we need to have data to back this up.
2:20:25
And we do.
2:20:25
I think that we are because
Keith Howard
2:20:27
And we do and again we're going through the numbers, we're going through the survey, we will be able to read you into exactly what the data is showing us.
Althea V. Stevens
2:20:38
Absolutely.
2:20:39
But again if I'm zooming out and with the great leadership of my speaker who gave me ACS and ZYCD, I'm able to evaluate on a whole different level than I have in the past and the numbers that we are at, literally I was at Crossroads yesterday, it's full to capacity and it's crazy and so for me it's thinking I don't want to talk about what they do when they're after, I want to talk about prevention and this is what this is why I said you're the expert and not jock because you have to come up with a solution for them not to come there.
2:21:09
So for me that is really what the driving force is.
2:21:12
And again young people, what they saying they want?
2:21:15
Jobs, not programs.
2:21:17
So thank you Mr.
2:21:20
Ressler for your time.
Dr. Shakeema North-Albert
2:21:21
You can now leave a dance.
