I'm the district manager of Brooklyn Community Board fourteen, that's Central Brooklyn Flatbush Midwood.

My board recently submitted its letter of comment in response to agency responses to our budget priorities.

DSNY responded to our priority request that they couldn't be accommodated and asked us to remove those requests.

The first priority is one that we have been asking for since the days of the COVID epidemic, and that is for the restoration of manual litter patrol, MLP, in the baseline budget.

Rather than reading testimony that I've submitted to you in writing, I'm gonna tell you a little bit about my district.

My 2.9 square miles of Central Brooklyn has 54 dead ends, 20 road bridges, 12 trestles, which are the sidewalks underneath the elevated Brighton Line.

We have five council members, one of whom Rita Joseph gives us gives DSNY an allocation for cleaning.

The other fours do not, and that's okay because this is supposed to be supplemental funding, supplanting baseline services from DSNY.

Yet the council is very generous when it comes to DSNY.

You all gave them about $87,000,000 in the last fiscal year budget.

This is on top of their $1,800,000,000 budget.

So I'm concerned about how resources are being managed if the agency needs another $87,000,000,000 in supplemental funds and still cannot provide MLP equitably and efficiently in my district.

I'd also note that some of these supplemental fundings coming from council should be going to organizations such as ACE for the supplemental cleaning.

And I hope that you will consider the need for restoring MLP to the baseline budget since it's a baseline service.
