Council Member Holden inquires about DVS's role in implementing the Dwyer Program, particularly in relation to non-profits taking the lead. Commissioner Hendon explains DVS's responsibilities and future plans.
- DVS manages the contracting aspects, including micro purchases and master contracts
- The department is responsible for reporting on the program
- Hendon outlines plans for a more dynamic approach in the next iteration of Dwyer
- Future plans include using a master agreement and task orders to fund projects in real-time
- DVS aims to use data and reporting to make informed decisions about resource allocation

So tell me how involved will DVS be in the implementation of the program?
1:20:17
You know, if for profits or not of non profits are taking the lead, what role does DVS expect to take?
James Hendon
1:20:25
Well, we got to manage this from a contracting standpoint and that it's still something that flows through us through either micro purchases or master contracts.
1:20:32
So there's the contracting component and then there's also the reporting aspect of it.
1:20:36
Once we get into the next iteration of Dwyer, you'll see a more dynamic approach where everyone will be in the master contract and it'll be us saying okay well this is what you want to do, let's have a back and forth and we can determine what to you know to send resources to and what to not send resources to so we'll be able to in a very balanced way, through a master agreement and task orders, fund things in real time.

It's almost like a general on the battlefield directing resources based on what we see, but you need data to do that.
1:21:01
You need reporting to do that.
1:21:03
And we hope to spread the word about these activities to all in the community.
Robert Holden

Alright.

I I have a couple more questions, and then I think we could listen to, obviously, the public.
