Council Member Riley raises concerns about the environmental review's findings on open space impacts and inquires about the proposed floor area bonus to encourage new publicly accessible open space. Representatives from the Department of City Planning explain the innovative approach and its potential impact.

  • Environmental review identified significant impacts on open space in the neighborhood
  • A floor area bonus is proposed to incentivize creation of new publicly accessible open space
  • The bonus applies to large sites along Atlantic Avenue, with specific design requirements
  • Approximately 6-8 sites are expected to be eligible for this bonus

Okay.
0:41:06
Love to hear more about that.
0:41:07
The environmental review identifies significant impacts to open space and this neighborhood already lacks parks.
0:41:15
You have proposed a floor area bonus to encourage new publicly accessible open space.
0:41:20
How many sites do you project will use this bonus and how much open space do you think they will create?
Alex Sommer
0:41:27
So yeah, this is actually a really innovative tool.
0:41:31
We've applied the public plaza bonus primarily in traditional central business districts.
0:41:37
So this is really our first attempt to apply it to a more residential or mixed neighborhood.
0:41:43
So we're really only applying it to the Atlantic Avenue corridor at this point in time.
0:41:47
Similar bonus incentive, it's a 20% increase in floor area and it can only apply to large sites over 25,000 square feet or larger.
0:41:59
In exchange for that bonus, the property owner has to meet certain design requirements related to greening and planting, seating, lighting and permanent maintenance and operations agreements so that the space is functional and accessible in perpetuity.

I don't know Jonah if you have information on how many sites we've identified that would take advantage of that?
0:42:22
Or is that something we can get back to Chair on?
Jonah Rogoff
0:42:27
We can get back to you to confirm, but I believe it's a smaller number.
0:42:31
It's roughly six to eight.
0:42:35
And I just want to clarify too that this would only apply within the along Atlantic Avenue within the R9A areas.
0:42:45
So it's a relatively small set of properties.
0:42:50
But we can confirm the exact number.
