Council Member Cabán questions the policy of providing receipts only upon request for in-person applicants, expressing concerns about shifting the burden to applicants and potential discrimination against those with disabilities. Administrator Scott French acknowledges the concern and commits to reviewing the policy.

  • Receipts are currently provided only upon request for in-person applicants
  • Cabán argues this policy may disproportionately affect vulnerable populations
  • The agency commits to reconsidering the policy and addressing the concerns raised

why is it that a receipt is only provided upon request?
0:54:02
Like, doesn't that put it on the applicant to make sure that they're getting the verification they need?
0:54:06
Doesn't doesn't SNAP as also doesn't SNAP as a federal program require a receipt by statute?
Scott French
0:54:13
So we will to start a SNAP application, actually an individual only needs to provide their name, their address, and they only have to provide three bits of information, which actually none of which would allow us to actually assess someone's application.
0:54:28
That is under, you know, the SNAP SNAP guidelines of what we are required to do.
0:54:34
And then we would need to continue that by communicating with the individual on what is needed and through the through the interview.
0:54:40
So you know, currently we do have it on request.
0:54:44
Right?
0:54:44
We can look at that.
Tiffany Cabán
0:54:45
Why?
0:54:46
I guess that doesn't answer my question.
0:54:47
Like why are we sort of shifting the burden here that like if you're meeting the person in person, the only way they get a receipt is if they ask for it.
0:54:58
Why are they being treated differently than other folks?
0:55:01
Presumably because if they're being seen in person, they have other, you know, barriers that make that the case, which already makes the process a hard process even harder.
0:55:13
And like I'm gonna say, as a person living with a disability, these are the kinds of differences in treatment that are like absolutely infuriating.
Scott French
0:55:25
I hear you on that, and I will bring that back in regards to requiring individuals to ask for a receipt.
Tiffany Cabán
0:55:30
But you don't you don't, today, have a reason or a rationale why that burden is shifted to individuals who are are getting services at home?
Scott French
0:55:39
I do not.
Tiffany Cabán
0:55:40
Okay.
0:55:40
That's
Scott French
0:55:42
will I I understand you as well.
0:55:44
I will also say, you know, an overwhelming majority of individuals are applying through Access HRA where they do get receipts either on their own or we encourage people to actually come into the centers to utilize our equipment as well.
0:55:56
But I hear you on that instance.
0:55:58
I would think about Yeah.
0:55:58
Some people can't
Tiffany Cabán
0:55:58
do those things.
