This bill requires the mayor, Mark Jay, to establish a holistic needs assessment program with consent.

This assessment would offer to people in custody of department of DOC following a supreme court arraignment.

The assessment would identify mental, physical, health needs, substance abuse, intellectual disabilities, history of domestic violence or trauma, emotional regulation challenges, or other sociological condition at the time of arrest.

The result will be shared with the person, criminal justice person for fourteen days.

Mark would not be allowed to share any confidential information.

It would be required to publish a report twice a year on July 1 and July January 1 and July 1 by race, age, gender, relevant health information.

The report must be submitted to the speaker of the council and the mayor, and we're looking to make this a holistic approach based on the public's March report for safely reduced to jail population.
