She outlines the key provisions of the bill, including increased transparency, accountability, and the empowerment of the Department of Investigation to conduct thorough audits.

  • The bill requires NYPD to provide a detailed list of all surveillance technologies in use, including their capabilities and data policies.

  • Farías emphasizes the importance of this legislation in restoring public trust, especially among communities of color that have been historically over-policed.

I'm council majority leader Amanda Farias at the prime sponsor of introduction 168.

Critical legislation to strengthen the post act and bring real oversight to NYPD surveillance practices.
0:05:21
The council passed the original post act in 2020 to increase transparency around the NYPD's use of surveillance tools.
0:05:27
While that was an important first step, has become clear that additional measures are needed to strengthen oversight.
0:05:32
Information gaps have limited the Department of Investigation's ability to complete a full audit highlighting the need for improved access and accountability.
0:05:41
That's why I introduced intro 168 to close those gaps and build real accountability into the law.
0:05:47
This bill gives the Department of Investigation the power to request and receive a detailed itemized list of every surveillance technology in use.
0:05:55
What each tool does, what data it collects, and who controls that data.
0:06:00
It also requires the NYPD to share their data access and retention policies including what's in vendor contracts and to provide updates every six months.
0:06:09
That is this is more about more than just oversight, it's about restoring public trust especially for black, Latino and brown New Yorkers who have been historically over policed and over surveilled.
0:06:20
It is critical that we deliver transparency and civilian control over these powerful technologies.
0:06:26
Intro one six eight ensures that oversight of surveillance is continuous, enforceable, and external.
0:06:32
It is a common sense safeguard for our civil liberties and a necessary update to a law that that our communities demand and deserve.
0:06:40
Thank you to speaker Adams for her continued leadership and to my colleagues council members Hudson and Juan for their partnership and the broader post act expansion.
0:06:49
And thank you to chair Salam for holding the hearing and vote today.
0:06:53
And another thanks to NYPD and DOI, the admin for working together on this package and to all the advocates who continue pushing us towards a more transparent accountable New York City.
