Today the committee will be voting on proposed introduction numbers one sixty eight a sponsored by majority leader Farias, proposed introduction number two three three a sponsored by council member Hudson, and proposed introduction number four eight zero a sponsored by council member Juan.

In 2020 the council enacted the public oversight of surveillance technology act more commonly known as the post act.

The Post Act aimed to improve transparency regarding the NYPD NYPD's acquisition and use of surveillance technologies.

Further, the post act tasked the Department of Investigation DOI with conducting annual audits of the NYPD's IUPs.

Proposed introduction number one sixty eight a sponsored by majority leader Farias which strengthened the DOI's capacity to conduct audits of the NYPD published IUPs by requiring the NYPD to provide DOI with semi annual updates on all new, on all newly acquired or discontinued surveillance technologies and updates to any data access and retention policies established in recent executed contracts for surveillance technologies.

Proposed introduction number four eighty a sponsored by council member one would clarify language in the post act to ensure increased transparencies in IUPs published by the NYPD ensuring that IUPs are published for each distinct surveillance technology and by the department and that IUPs fully identify each entity that receives data gathering from such technology and that IUPs report on specific safeguards to prevent unauthorized dissemination of of surveillance data, and that such IUPs disclose evaluation of potential disparate impacts on protected groups arising from the NYPD's use of such technologies.

Additionally, the NYPD would be required to develop policies regarding the circumstances under which data collected by surveillance technologies may be shared with external entities and develop an internal tracking system to monitor access to data granted to such entities.

Proposed introduction number two three three a sponsored by council member Hudson would require the NYPD to publish a written policy that establishes procedures and regulations for its use of facial recognition technologies.

It will require the NYPD to conduct annual audits of the department's use of facial recognition technology, share the findings of such audits with the OIG NYPD, and post such findings on the department's website.
