Council Member Abreu inquires about the distribution of businesses among the three awardees in Queens Central. DSNY officials provide a breakdown of market share and explain the reasons for the significant discrepancy.

  • Market share breakdown: Basin 8%, Borough Wide 64%, Waste Connections 28%
  • Factors contributing to Borough Wide's large share: willingness to take on unassigned customers, negotiation ability, and existing customer base
  • Basin reached capacity and couldn't take on additional customers

How many of the Queen's Central businesses are contracted with each of basing, haulage, borrow wide and waste connections?
Javier Lojan
0:50:53
So I'll give you a breakdown by percentage.
0:50:58
So 8% of them Eight?
0:51:00
Eight percent basin has 8% of the customers.
0:51:04
Borough wide has 64% of the customers and waste connections has 28% of the customers.
Shaun Abreu
0:51:12
That's a massive discrepancy among market share.
0:51:16
What would you attribute the market share as different 64%?
0:51:21
Is it the pre existing relationships or?
Javier Lojan
0:51:24
Yeah some of it was that, some some of it was also the capacity.
0:51:30
So when we went into December and we realized that we had to assign cost you know customers to to Carter's because they were non responsive and as I mentioned in my testimony the last thing we wanted to do is have a lapse in service.
0:51:47
Was that we offered all three Carter's, all three awardees an opportunity to equally distribute that remaining base.
0:51:57
Boral wide was the one that was willing to take those on and the other two were not.
0:52:02
So that was a big part of it.
Shaun Abreu
0:52:04
They were willing to on what?
Javier Lojan
0:52:05
To take on the unassigned customers at the end right when we got to the beginning of the implementation period.
Shaun Abreu
0:52:11
Oh so you would attribute their market share to unassigned customers.
0:52:16
They wanted to take them on and the others didn't.
Javier Lojan
0:52:18
Yeah I mean the other part of it too is they have the ability to negotiate.
0:52:22
That was one of the things that we encourage for you know for this zone and that's the good things about this program is that you negotiate against each other the three zones and that might be part of why borough wide has made better rates depending on the customers.
Shaun Abreu
0:52:38
Because they have better a better capacity?
Javier Lojan
0:52:40
Yeah.
0:52:41
Well they were the ones that were willing to take on those unassigned a big bulk of the unassigned customers but we offered it to all three Carter's.
0:52:49
Correct?
Frank Marshall
0:52:51
And just to provide like additional color so there was a huge footprint for our existing customer base for BoroWide and Waste Connections.
0:53:01
So that's one factor.
0:53:03
The other factor is that Basin, they also took additional customers, but their were at capacity.
0:53:11
They could take any more.
0:53:12
We offered them more but they stated like, hey, we're at full capacity.
0:53:15
We wanna be able to service our customers thoughtfully.
0:53:18
Therefore, we cannot take on any more customers.
0:53:21
But at the end of the day, like our goal was to make sure that every single customer within Queen Central was assigned had a Carter that was an awardee and I think that we accomplished that and I think that's a great testament to the to the program.
