I mean, there could be a lot of reasons why the contract can't move.

If a provider has outstanding vendor documentation and we can't find them responsible for the contract to be registered, that could potentially be a reason why the other contract can't move as well.

But if it is a registered contract that you're referring to, one shouldn't hold up the other, and I'm happy to look into that after and get back to you after the hearing.
