Council Member Althea Stevens engages in a Q&A session with DYCD officials, focusing on Crisis Management System (CMS) contracts and the Saturday Night Lights program. She inquires about contract renewals, provider numbers, and attendance rates, while emphasizing the need for flexibility in catchment areas due to changing crime patterns.

  • Stevens presses for specific attendance data for the Saturday Night Lights program, which DYCD officials promise to provide at a future hearing.
  • Discussion reveals there are currently 19 CMS providers citywide, with potential for changes based on crime data.
  • DYCD reports over 6,000 young people enrolled in Saturday Night Lights, with some sites exceeding the 30-person attendance target.

The next question, CMS contracts is due to expire at the end of fiscal twenty twenty six.
3:20:37
Is the UICD in conversation to renew the contracts for CMS or will there be an extension?
Keith Howard
3:20:43
So we are definitely in in in conversation with OMB to see exactly what that looks like.
3:20:48
As you as you know, our process is concept paper first, and then RFP.
3:20:54
Love to see exactly, you know, the exchange that's gonna happen across our network.
3:21:01
Because, as you know, those catchment areas, those those change.
3:21:06
Right?
3:21:06
Because crime travels in various different ways.
3:21:09
So that engagement that needs to happen in a concept paper needs to happen and it needs to happen in in real time.
Althea Stevens
3:21:18
Yeah.
3:21:18
Sometimes those catchment areas get so weird because we know like people are always beefing with everybody and it changes so frequently.
3:21:26
One minute you know, it's like it's all in this one area, but it moves 10 blocks out.
3:21:31
So you know I think also even we're thinking about the concept paper, we need to also be thinking about how we can be a little bit more fluent with that and I understand the purpose in the beginning, but now it's just like okay, we should also be thinking about how do we kind of rectify that.
3:21:43
How many providers are there for CMS?
Darryl Rattray
3:21:47
Currently doing a cure violence work, are 19 providers throughout the city.
Althea Stevens
3:21:53
Will there be any changes in the number of providers?
3:21:55
Are you looking to expand or when you're doing like as you're thinking about the concept paper in the RFP?
Keith Howard
3:22:02
Again, that's that's data we have to look at in terms of what NYPD data is, what our data is showing us as well.
3:22:10
And you know I'm sure that based upon what we're seeing so far, as you already know, crime has traveled to other precinct areas.
Althea Stevens
3:22:18
Just real quick, my favorite program, Saturday Night Lights.
3:22:29
Can you tell me the overall attendance rates of these programs and do you have a percentage?
Darryl Rattray
3:22:41
I just realized the last time you asked that question I gave you the enrollment number.
3:22:44
I'm gonna give you the enrollment number again like we're over 6,000 young people enrolled.
3:22:48
Let me get back to you with the average attendance.
3:22:51
I don't have that.
Althea Stevens
3:22:52
You know I was gonna ask the question because I asked it before.
3:22:54
It's a standing question.
3:22:57
See what I'm saying?
3:22:57
I told you.
3:22:58
I'm not saying
Darryl Rattray
3:22:58
We we we are seeing a lot of bright spots throughout SNL.
3:23:02
Like, young you know, over like, right now, you know, their enrollment every Saturday is 30 young people.
3:23:09
We have plenty of sites that have more than 30 young people attending.
3:23:12
Of course, you know, we modified the program when we received it.
3:23:15
We serve meals at the program now.
3:23:17
There's leagues happening throughout SNL.
3:23:20
It's vibrant.
3:23:21
I I would love to offer a site visit with you one Saturday for SNL site.
Althea Stevens
3:23:28
I will take you up on your offer, although I sneak and peek my head in multiple multiple sites the time because I'm a little bit of a psycho.
3:23:35
And since you didn't have the number, please make sure you have it at the CMS hearing.
3:23:40
Thank you.
3:23:41
I'm going to pass it over to colleagues and then we can come back.
3:23:44
I have a whole bunch of more questions.
