Council Member Crystal Hudson questions ACS Commissioner Jess Dannhauser about capital requests from service providers and how ACS handles these requests. The discussion reveals that ACS has received few, if any, capital requests from providers in recent fiscal years, with Dannhauser admitting he needs to engage more on this issue.

  • ACS has some council member priority capital requests in their budget, but none from providers.
  • Dannhauser suggests that foster care providers might use state rate mechanisms for capital improvements and reimbursements.
  • ACS provides additional startup budget for facilities like family enrichment centers.

Thank you so much, chair, and hello, commissioner.
1:33:28
ACS contracts with various providers for services administered across the city.
1:33:33
Many of these providers' facilities may require improvements or repairs that can be implemented through the city's capital program.
1:33:41
Can you share how many provider capital requests ACS has received so far in fiscal twenty twenty five and what kinds of work the requests are for and how many received in fiscal twenty twenty four?
Jess Dannhauser
1:33:52
I don't think we have any council member.
1:33:55
We do have a couple that are council member priorities that are in our budget, but I don't think any from providers.
Crystal Hudson
1:34:02
Okay.
1:34:03
So none from providers.
1:34:05
What about
Jess Dannhauser
1:34:05
fiscal four?
1:34:06
Not to my knowledge.
1:34:07
We can confirm.
Crystal Hudson
1:34:07
Fiscal twenty twenty four?
Jess Dannhauser
1:34:08
I don't believe we had any of them either.
Crystal Hudson
1:34:12
Okay.
1:34:13
And of the the ones that you have from council members, how many of those capital requests have been fulfilled to date this fiscal year?
Jess Dannhauser
1:34:24
We'll have to get back to you, council member.
Crystal Hudson
1:34:25
Okay.
1:34:26
Then can you share how ACS prioritizes capital needs requests from the provider network when you do receive them?
Jess Dannhauser
1:34:35
Clearly, I have to engage on this issue.
Rita C. Joseph
1:34:37
Don't Okay.
Jess Dannhauser
1:34:39
I have not had a lot come through.
1:34:41
We do have, and maybe part of the reason is that with our foster care providers, there are ways through the state rate mechanism for them to make capital improvements and for them to also make get reimbursed for maintenance efforts.
1:34:59
And so it might be why ACS is slow Not much money, okay.
1:35:03
But we also know that we also for things like our family enrichment centers, we put out dollars, additional dollars in start up budgets to make sure that they can build out the facilities.
1:35:14
So we'll take a close look at it.
Crystal Hudson
1:35:17
Okay, great.
1:35:18
Thank you.
Jess Dannhauser
1:35:18
Thank you.
