Commissioner Anthony Richardson asks Cassandra Stewart from the IBO if their report on moving elections to even years identified potential savings beyond the direct election costs, such as in Board of Elections operating expenses.

Ms. Stewart clarifies that the IBO's analysis strictly focused on the costs to conduct elections and did not account for other potential savings, for instance, in the operational costs of borough-based election offices.

Yeah.
0:30:13
Thank you both for your testimony.
0:30:16
Miss Stewart, you were citing that the board of elections spends around 200,000,000 a year and that the savings from shifting to even year would be around 42,000,000.
0:30:38
Is there any evidence or anything in your report that suggests that the switch would also there would be other savings and as it relates to, you know, what the board of elections normally I know you I know you said personnel is a lot, but the idea of moving it to even, is it are there exponential that you're not I don't know if your report speaks it or not.
Cassandra Stewart

Our report strictly looked at the cost to conduct elections.
0:31:12
It didn't account for costs related to, say, running, the borough based offices.
0:31:19
There are offices in each borough.
0:31:21
So there might be, but our analysis did not account for that.

Thank you.
0:31:26
And, miss Stewart, I assume that there's no difference financially in aligning with gubernatorial elections versus presidential elections.
0:31:34
Is there any difference that we should be aware of?
0:31:38
No.
