Council Member Alexa Aviles questions Alex Lieber from AKRF about the shadow impacts of the new development as shown in the environmental assessment statement. Lieber explains the assessment process and findings regarding potential shadow impacts on sensitive resources.
- The shadow assessment followed the guidelines of the CEQR Technical Manual
- No significant adverse impacts were found on public open spaces or historic resources with sunlight-sensitive features
- The study considered all angles of the new development, including the existing building's location

In terms of the are there any shadow impacts on the existing buildings showing by the shown by the environmental assessment statement.
Richard Lobel
1:21:09
We we have Alex Libri here who can speak to that for me care of.
Kevin Riley
1:21:19
So we just had to swore in Alex for the record.
1:21:22
So, Alex, can you raise your hand, please?
William Vidal
1:21:25
Thank you.
1:21:26
Can you please state your name for Wirtgen?
Alex Lieber
1:21:28
Alex Slipper with Ekeraf.
1:21:29
Do you still need to tell
William Vidal
1:21:30
the whole to nothing by the chief in response to a question today.
1:21:34
I do.
1:21:34
Thank you.
Alex Lieber
1:21:36
Thank you.
1:21:37
So sorry.
1:21:37
So the question was about the shadow's assessment.
1:21:40
So just to explain, I'm with the applicant team, ACRF.
1:21:44
We prepared the environmental assessment statement.
1:21:48
For this project in coordination with Department of City Planning as a lead agency.
1:21:53
And we followed the guidelines of this year of technical manual, which is the requirement.
1:21:57
For for the environmental review.
1:22:00
The shadow's assessment looked for what are considered sensitive resources which are defined in the technical manual as public open space and historic resources with sunlight sensitive features.
1:22:16
The assessment did not find any of those sort of qualifying resources in the study area that would be hit by new shadows from the project.
1:22:26
So the conclusion was there was no significant adverse impact.
Alexa Aviles
1:22:30
Can you define what significant adverse impact means?
Alex Lieber
1:22:34
The significant average impact is generally considered when a new shadow would substantially cover a resource for an extended period of time and or would completely eliminate shadow on that resource.
1:22:51
And, again, those resources are public open space where a shadow might just make it less usable, less less attractive, or a historic feature to a or a feature of a historic resource that depends on sunlight.
1:23:08
That's that's the standard for a significant adverse
Alexa Aviles
1:23:12
And this would be the study looked at all angles.
1:23:17
Of the new development, including where the existing building is?
Alex Lieber
1:23:21
Correct.
1:23:21
It looked for any resource that would be potentially affected by new shadow.
1:23:28
Got it.
