This chapter focuses on NYCHA's income recertification process and the various outreach methods used to engage with residents about rent collection and arrears. Eva Trimble explains the procedures and channels used for resident communication.

  • Interim recertifications are similar to annual reviews, focusing on income changes
  • NYCHA uses multiple outreach channels: phone calls, door knocks, letters, and events
  • Monthly rent statements show current balance and any arrears
  • Partnerships with HRA for on-site events to help residents apply for assistance
  • 110 events held in 2024 to date for resident assistance

And what does the income recertification process look like?
0:19:14
And who's eligible, and how does this interact with the rent collection process?
Eva Trimble
0:19:20
So the interim recertification is similar to the annual re annual review that residents do every year.
0:19:28
An interim recertification will just look at the income and we can take a look at income documentations and process a change in the rent calculation based on what we're seeing in income.
Chris Banks
0:19:38
Okay.
0:19:39
And how does Nitro do their outreach when it comes to rent collection, particularly for rent to arrears?
Eva Trimble
0:19:48
So for arrears, we we look for residents that have missed payments and we'll make phone calls, again, see what kind of connection we can do for our residents with different resources.
0:19:59
For example, with the Human Resource Administration, who's been a great partner, they actually created a dedicated team to just process nacho one shot deals.
0:20:10
In addition, they've created events with us where they actually come on-site to our development and sit with residents and help them apply for one shot deals.
0:20:18
We've had a 110 events in 2024 to date.
0:20:23
And so far, with the Human Resources Administration, we've done over 66100 one shot deals for residents this year.
Chris Banks
0:20:30
Are there any community based organizations that you work with?
Eva Trimble
0:20:33
You will make references referral close to a variety of community based organizations focused on, you know, financial counseling, any type of support that a resident needs.
0:20:43
That's why it's really important to sit with the housing assistant so we can make a determination on what kind of resources would be best for each individual family.
Chris Banks
0:20:51
Okay.
0:20:51
And and this also, obviously, when it pertains to out reaching out to tenants for income certification, same process?
Pierina Ana Sanchez
0:21:00
Yes.
Chris Banks
0:21:00
Okay.
0:21:01
How many times to what method does Nitro staff reach out to the tenants about income certification and write a raise?
Eva Trimble
0:21:12
We use a variety of channels to do our outreach.
0:21:14
Again, phone calls, door knocks, letters, these events that I mentioned with human resources.
0:21:21
And again, the monthly rent statement every month will show each resident what their current balance is and any arrears balance that they may have.
