Council Member Sandy Nurse questions DOC officials about their incident reporting process for serious injuries, such as stabbings. The discussion reveals that when an incident occurs, the tour commander assesses the situation and notifies the central operations desk within 15 minutes. The central operations desk then informs various internal stakeholders, including high-level officials.
- The process involves immediate assessment by supervising staff and medical response from CHS partners
- Information flows from the tour commander to the central operations desk within 15 minutes
- Internal stakeholders, including the commissioner and other high-level officials, are notified of serious incidents

Thank you, deputy speaker.
2:04:59
I think it will be helpful to hear not just from CJ's, but DOC, and I hope it's okay to use your brother's example.
2:05:07
But if Her brother was there.
2:05:09
Somebody came up and stabbed him in a back.
2:05:13
The the immediate response is coming from officers on the floor.
2:05:18
So what what restricts or limits that information flowing like, how does that information flow up?
2:05:27
And why does it have to be CHS?
2:05:29
Why can't DOC?
2:05:31
Like, why what operationally is happening step by step?
2:05:36
That creates this this missed window of communication.
Francis Torres
2:05:43
Thank you so much for your question.
2:05:46
In taking your example, when we have an incident of such level, we immediately have supervising staff assess and also include and ensure a medical response by our CHS partners.
2:06:03
There are internal notifications that are made in situations like this.
2:06:08
The tour commander becomes the primary supervisor responsible for managing the situation.
2:06:15
As it stands for us, we rely on CHS to do the medical assessment.
2:06:21
And in making the medical assessment share with us whether this is a situation that will be handled internally at our clinic or if this person has to be produced via EMS to any of our outposts.
Sandy Nurse
2:06:36
Can I pause right there?
2:06:37
Sure.
2:06:38
The tour the tour commander becomes sorry.
2:06:41
The supervisor.
2:06:42
The tour supervisor is then managing the situation, and you're making a determination if it needs to go to c EMS CHS situation or not.
2:06:55
But the the the fact that the the incident in itself happened is the thing that I think is is being asked of that even whether or not it required maybe it was just a little and it didn't.
2:07:09
But that that they were stabbed would just be the notification for a family member.
2:07:15
Hey.
2:07:16
I just found out my brother was stabbed.
2:07:18
Now I'm going to follow-up and chase down information because now I have that information.
2:07:24
So I guess I'm just Like, what happens there with that supervisor?
2:07:28
Where who who else gets that information besides that supervisor?
2:07:32
Within DOC?
Francis Torres
2:07:33
So within DOC, there is a time frame that the tour commander, upon assessing the entire situation, within 15 minutes has to call our central operations desk to basically make it known of the type of incident that we have received.
2:07:53
Based on that, we continue to maintain that direct conversation with CHS as to what is happening to this person in custody.
Sandy Nurse
2:08:02
And what is central operation desk?
2:08:05
I'm sorry.
2:08:06
I'm not I'll catch up.
2:08:08
But what does that central operation desk do with that information?
2:08:12
Once they've had it.
Francis Torres
2:08:13
I'm going to give you our bureau chief who is an expert on how to break it down simplistically.
2:08:19
Thank you.
Sherrieann Rembert
2:08:22
The sake of time, central operations as we refer to as COD, just give notifications to the many stakeholders that we need to to make the assessment, make sure that we
Sandy Nurse
2:08:33
What are those stakeholders?
2:08:35
Well, one of
Sherrieann Rembert
2:08:36
the stakeholders are are internal stakeholders such as at the time, the commissioner will know.
2:08:42
I will know First deputy commissioner will know is a DL Blackburn for everyone to know that a stabbing did occur.
Sandy Nurse
2:08:52
That happens within 15 minutes from it going to the torque commander.
Francis Torres
2:08:58
The the tour commander has 15 minutes to do.
Sandy Nurse
2:09:01
50 15 or or or 50.
2:09:03
Sorry.
Francis Torres
2:09:04

2:09:04

Sandy Nurse
2:09:05
