Council Member Julie Won raises questions about various implementation challenges for BID containerization, including areas with bus or bike lanes, container approval backlogs, and situations where BIDs may struggle to comply. Deputy Commissioner Joshua Goodman addresses these concerns.
- DSNY will coordinate with DOT for container placement in areas with bus or bike lanes
- Grace period will be provided for BIDs waiting for container location approvals
- Public Design Commission approval not required for temporary wheeled containers
- DSNY open to discussions if a BID faces insurmountable compliance challenges
- Limited exemption processes available, but DSNY expects most situations to have viable solutions

Certain districts have bus lanes or bike lanes that occupy the curb.
1:24:47
How will this impact implementation?
Joshua Goodman
1:24:49
Just coordinate with DOT, and we'll figure out what the right locations are.
Julie Won

And there's currently a backlog of container approvals in the city cleanup, CleanCurve pilot program of 6 weeks or more.
1:25:00
Will there be a grace period for bids that have applied for locations, but are waiting for city approval?
1:25:04
Absolutely.
1:25:06
Does the Public Design Commission need to approve these containers?
Joshua Goodman
1:25:10
The ones that bids would use?
1:25:12
No.
1:25:12
If they are temporary wheeled containers, they would not require PDC approval as far as I know.
Julie Won
1:25:18
And what will happen when complexities prevent a bid from physically being able to comply via citing or funding?
Joshua Goodman
1:25:26
If we come out and the bid leadership comes out and we spend a period of weeks analyzing it and we can't find any viable option, we would have to have that conversation.
1:25:34
I mean, you know, as I just mentioned to council member Batcher, we obviously have a limited number of exemption processes in place.
1:25:41
I I believe that there will be very few, if any, situations where no solution is found given the number of flexible options we would intend to offer.
1:25:49
But certainly, if there is no way to do it, there's no way to do it.
