Amelia Walden, a resident from Pitwork with Houses, testified about various issues with NYCHA and the PACT program. She expressed concerns about the conversion process, management problems, and maintenance issues in her building. Walden also questioned the possibility of rescinding the PACT conversion and highlighted the lack of resident input in the decision-making process.
- Walden reported problems with disrespectful management, poor communication about appointments and construction, and unresolved maintenance issues.
- She raised concerns about the RAD/PACT conversion process, including lack of resident voting and threats of eviction for not signing new leases.
- Walden described ongoing infrastructure problems such as plumbing issues, elevator malfunctions, and a defective apartment door that poses safety risks.

Hi.
4:18:00
I'm from Pitwork with Houses.
Chris Banks
4:18:02
Miss Walden, pull the mic down to your pull the mic down.
Amelia Walden
4:18:06
Can we rescind our conversion with PACRAG?
4:18:12
Can we?
Chris Banks
4:18:14
That's a discussion that needs to be held.
Amelia Walden
4:18:18
Okay.
4:18:20
Penn Workman was not given the opportunity to accept or deny PACRAD.
4:18:26
Management some of the management is disrespectful.
4:18:30
We always tell them respect us as we respect you.
4:18:34
They give you short appointments when they have construction going on.
4:18:37
You may only be notified a week before, and they expect you to be in.
4:18:41
And I was told by one manager that they don't give appointments.
4:18:46
I was the one that got management at 914, the main office, to give us confirmation ticket numbers.
4:18:58
When they have the appointments, they are not respecting appointment dates.
4:19:03
Sometimes they don't even show up.
4:19:04
I still have a, work orders from 2023.
4:19:09
All of these are my work orders.
4:19:11
So when they say that they come out, they don't do what they need to do.
4:19:15
Okay.
4:19:16
Can we request, like, all Zoom meetings from them from December of twenty twenty one?
4:19:27
Because a lot of discrepancies is when the Zoom meeting that we had.
4:19:32
And I'm understanding
Chris Banks
4:19:34
You mean from the
Amelia Walden
4:19:35
From when they started.
Chris Banks
4:19:37
From you you mean the the the developers, The the owners or the the builders or the management team?
Amelia Walden
4:19:44
The managers.
Chris Banks
4:19:45
Okay.
Amelia Walden
4:19:47
Okay.
4:19:48
I understand RAD is a program and not law.
4:19:52
And we received letters from NYCHA at one point stating that tenants cannot opt out if you do not sign, you will be evicted.
4:20:04
If you do not sign the lease.
4:20:07
Let me see now.
Chris Banks
4:20:08
Thirty seconds mother Walden's
Amelia Walden
4:20:11
wrap No voting.
4:20:12
As far as no voting, they only needed 20% they're saying of the tenants to agree.
4:20:19
Under the RAD program, we understand there's about 57% of tenants being evicted, and we had a power outage.
4:20:30
Management swore that they notified us, which they did not.
4:20:33
So we hope that not doesn't happen again.
4:20:37
The pipes and the plumbing was never changed.
4:20:40
We're still having leaks in the apartments, in the walls, and in the lobby.
4:20:46
Elevators are constantly out of order.
4:20:50
And NYCHA has one tenant in court, in housing court.
4:20:56
Other tenants have been to housing court, but NYCHA only showed up at one tenant's court appearance, and we would like to know why was that.
4:21:06
When you call in for the repairs at night, there's no numbers given.
4:21:12
I would
Chris Banks
4:21:13
also like You mean there's no confirmation numbers or order numbers?
Amelia Walden
4:21:17
Yeah.
4:21:17
I have it because my when miss Alexander was the first manager, I went and told her NYCHA gave confirmation numbers and she did give it, so they put it at the top of the paper.
Chris Banks
4:21:27
But it was an automatic confirmation number given to you?
Amelia Walden
4:21:31
I have so many here.
Chris Banks
4:21:33
Okay.
4:21:34
But
Amelia Walden
4:21:35
when you go back, because I still have orders from previous, the same complaint, when you go back what they do is give you that same repeat paper because they say the ticket is not closed out, but they have the date, the new date that you did come in at the very, very bottom.
Chris Banks
4:21:53
Okay.
4:21:54
Alright.
4:21:54
Thank you for your
Simone Hall
4:21:56
And I
Amelia Walden
4:21:56
would like to also like to note, I have an apartment door and it's defective.
4:22:01
It has about almost not quite a half an inch gap at the door side and the bottom because HUD had HPD had to come in when the management refused to correct the door correctly.
4:22:20
So but now they want to put weather stripping on my door rather than the new door they put there, they wanna put weather stripping, and I refuse to have weather stripping because that can also catch fire.
4:22:32
The way the gap is now, if it's a fire, smoke will come into the apartment.
4:22:37
Slam locks, I'd like to know if you could look into that.
4:22:40
Is that mandatory?
4:22:42
Because that put everyone at risk, even the disabled people or people that's not able to get around.
4:22:47
Like if they go to empty their garbage and or the home attendant, you know, may get locked out, then your patient is at jeopardy for not being able to get to that patient in a timely manner.
