Robyn Marquis from CALSTART provided testimony in support of the proposed legislation to regulate indirect sources of air pollution in New York City. She emphasized the need for interventions to address the increasing pollutants from e-commerce and associated warehouses and trucks, particularly in low-income communities and communities of color.
- CALSTART supports an indirect source rule approach with diverse zero-emission options, multiple compliance pathways, and flexibility for site-specific needs.
- Marquis highlighted the success of a similar policy adopted in Southern California in 2021, which has already led to reductions in NOx and particulate matter.
- She suggested considering multimodal solutions like cargo bikes for last-mile deliveries, given New York City's local landscape and density.

Okay.
3:37:38
Thank you.

Good afternoon, everyone.
3:37:40
My name is Robin Marquis.
3:37:41
I'm here today representing CalSTART as its senior director of innovative mobility, and I live here in New York City.
3:37:48
I wanna thank the committee members for this opportunity to provide comments in support of this proposed legislation to regulate indirect sources of air pollution.

CalSTAR is a nonprofit organization with over thirty years of experience working with businesses, organizations, governments, and communities to mitigate climate change and achieve equitable access to clean transportation for all.
3:38:11
In New York State, CalSTART has worked for over a decade on large scale projects and, projects and policies to support this mission, including a New York Clean Transportation Prize Award that is deploying zero emission trucks in New York City and supporting workforce development.
3:38:28
Both the state and the city have set ambitious goals for achieving meaningful and necessary reductions to greenhouse gas emissions and other harmful impacts created by the transportation sector.
3:38:39
However, as we've been discussing today, the sharp rise in e commerce and associated warehouses and trucks will only continue to increase these pollutants without interventions.
3:38:49
New York City has over 8,000 warehouse and distribution facilities, which disproportionately impact low income and communities of color.
3:38:56
Indirect source rule policies aim to reduce the emissions from mobile sources of air pollution that access and serve these facilities.
3:39:03
This type of policy was adopted in 2021 by an air district in Southern California, and there has already been a reduction in both nitrous oxides or NOx and particulate matter.
3:39:13
CalSTART supports an indirect source rule approach that has a diverse set of zero emission menu options, enables multiple pathways towards compliance, and allows flexibility for custom plans that are responsive to site specific needs and constraints.
3:39:28
The local landscape and density in New York City also present an opportunity for multimodal solutions such as cargo bikes for last mile deliveries.
3:39:36
We appreciate your time today and the opportunity to share these comments with the council as it addresses a crucial rule to ensure a healthy and thriving New York City.
3:39:45
Thank you.
