Hi.
7:13:46
I'm still driving, I hope that you all can hear me.
7:13:48
I'll try to make this brief.
7:13:49
Thank you, Chair Brannan, for the opportunity to testify.
7:13:51
My name is Tiara Labrada.
7:13:52
I'm the director of policy and advocacy with the Supportive Housing Network of New York.
7:13:56
We are a membership organization representing over 100 nonprofits that, operate over 40,000 units of supportive housing throughout the city.
7:14:04
Today, I wanna focus on our plan for 1515 reallocation, and I do just wanna thank the council for all of your support, in our 1515 reallocation plan.
7:14:13
I'll be brief.
7:14:14
I'm going to submit longer written testimony.
7:14:17
But today, I just wanna ask the council for your continued support in codifying plan in the f y twenty six budget.
7:14:22
Our data suggest that, that that there are about 6,000 units of scattered site, 6,000 scattered site units that have yet to be unawarded.
7:14:31
And in order for the city to reach its goal of 15,000 units by 2030, we estimate that about 944 of those units will have to be developed annually over the next five years.
7:14:40
This year, that'll be about $307,000,000 in capital funding to develop and preserve units, and that is inclusive of the hundred and $15,000,000 that the council secured in the city of yes negotiations.
7:14:52
We sincerely thank you for that.
7:14:54
Additionally, it'll cost about $45,000,000 in service and operating funding for these new units, and we're also asking the council to support our proposal to align service and operating rates for existing congregate units so that, providers can maintain and operate their buildings in the face of rising costs, insurance costs, maintenance costs, operating costs, and that will cost about $25,000,000.
7:15:17
So in total, we're asking for $307,000,000 in capital and about $72,000,000 in expenses, for our reallocation proposal.
7:15:25
I will submit written testimony.
7:15:26
Thank you so much for this opportunity, and have a good evening.
