Council Member Farias questions Commissioner Holmes about the restructuring of court liaison units and family probation across boroughs. Commissioner Holmes explains that there are no disruptions, and the changes were made due to attrition problems and a need to reallocate resources. She clarifies that juvenile operations are still present in family courts, and there's no need for separate court liaisons.

  • The restructuring involved disbanding court liaison units in family probation.
  • Commissioner Holmes asserts that necessary information is still available to courts through other means.
  • The change aims to address attrition issues and improve resource allocation within the Department of Probation.

Despite objections from unions and the courts, the administration disbanded the court liaison units and family probation across all five boroughs causing disruption in family courts.
0:41:18
What is DOP's plan to address this issue?
Juanita Holmes
0:41:22
Right.
0:41:22
So there are no disruptions.
0:41:23
What happened was the general counsel was informed on January 2 to inform this has been something that's been trending.
0:41:32
We have a serious attrition problem.
0:41:34
We have CLO's in criminal court, naturally adult operations.
0:41:39
They will remain in place.
0:41:40
They handle numerous things.
0:41:42
We had to take a look at actually what they were actually doing.
0:41:45
So with that being said, we saw that they were providing INRs.
0:41:50
INRs get provided to the courts anyway.
0:41:53
Family court sits within fam I'm sorry.
0:41:56
Juvenile probation sits within family court.
0:41:59
There is nothing that they're ever going to want or need that is not across the hall or on the floor beneath that they would be provided with.
0:42:07
With that being said, that total population was then transferred into adult operations.
0:42:13
Like I said, adult operations has the largest population.
0:42:17
Juvenile operations right now as it stands, they have probably a 14, but 30% of that are family court matters such as adults that didn't pay child support or have DV history.
0:42:32
So those individuals don't tend to reoffend.
0:42:35
They require less supervision but they still are part of the case law.
Amanda Farias
0:42:39
So has anyone been in place of the court liaisons for the family probation for family probation?
Juanita Holmes
0:42:46
No.
0:42:46
No.
0:42:46
That position has been banded.
0:42:48
Right.
0:42:48
There's no substitutes for that.
Amanda Farias
0:42:50
Okay.
0:42:51
And you haven't I mean, I'm hearing I heard you say there's no disruption in the family courts, but if we're hearing from stakeholders, families
