Council Member Hudson, on behalf of Council Member Ayala, inquires about the referral process to Homebase for clients who may not be eligible for Adult Protective Services (APS). HRA representatives explain the procedures for assisting clients, including those who are homebound or face challenges.
- HRA has a Homebound Assessment Referral Unit (HARU) for individuals who need extra assistance or cannot come in person.
- For Homebase services, which are often contracted out to community-based organizations, the process may involve in-person, telephone, or electronic assistance.
- HRA emphasizes their commitment to providing support and walking clients through the process, even if they're not eligible for APS.

I have wanna acknowledge that we've been joined by council member Lee, and then I also have a couple of questions that I wanna ask on behalf of council member Ayala who's joined us online.
1:01:38
But because we don't have quorum in the room, unfortunately, she's unable to ask the question herself.
1:01:43
So the first question is when a referral is made to Homebase, is the client expected to attend on their own?

If a referral is made to home base for city faps purposes that means that they're not either they're not eligible, they were found ineligible or they are now no longer eligible and they will it will be according to the process of the home based program.

I think the can I
John Rojas
1:02:14
was just gonna add for our services, for individuals that are homebound and have other disabilities, we have a HARU unit which is our homebound assessment referral unit?
1:02:23
So individuals who need extra assistance or can come in, we do have a specialized center back 90 that can assist with one shot deals and other services if you're homebound or need additional services.
Crystal Hudson
1:02:33
Yeah.
1:02:33
Like do you walk people through the process?
1:02:38
Because you know somebody may not be eligible for APS but they still have challenges.
Marcus Jackson
1:02:43
Absolutely.
Crystal Hudson
1:02:44
Right?
1:02:44
And so then you're referring somebody to a program essentially with no advocate or assistance in trying to get them to
John Rojas
1:02:53
Absolutely.
1:02:54
I think my colleague hesitated because when you said home based, most of our home based services are contracted out with community based organizations.
1:03:02
They provide the services directly, so that could take the form of either in person or you know via telephone or electronically.
1:03:10
But if you're accessing services at HRA, if you're home bond you can access service through our HARA unit, our homebound assessment referral unit where we can assist you with those services translation, etcetera.
1:03:21
And if it's at home based and then would follow the the process of the community based organization.
